No, you have to complete your backlogs then only your college will generate your TC because having backlogs you have to apply for the supplementary exam through your respective colleges, If you took TC: Transfer Certificate from your college you can't apply for revaluation through your respective colleges and you need to visit your Affiliated University and apply for the supplementary exam.
If you want to discontinue your degree/b.tech you can take TC after getting TC you have no right to apply supply exam through your respective college.
